XP Service URIs

Thought -

Can we assume that every XP service has an identifiable URI? If so, perhaps
we should consider requiring this?

If that is true, it would also be good to require the envelope to identify
the URI, as the transport binding can't be expected/trusted to preserve it
in all cases. (e.g., transport binding doesn't preserve hostname, like
HTTP/1.0, or binding allows transport intermediaries to change the URI, like
HTTP/1.1)
