DR 22: raw TCP usage

Current wording for DR 22

              Requirement that it should be able to run on top of
directly TCP - get a port number
              (not HTTP on other port).

              Issue (i.022.01): This first part is a duplicate and the
port number bit needs discussion.

Proposal
---------
Since we are not considering bindings other than TCP, we could either
drop this requirement completely, or use the following wording
instead. (Since this requirement is out of scope, the port issue is
moot.)

Proposed wording
-------------------
The XML Procotol WG recognizes that, in certain cases, it may be
useful to run XP directly on top of TCP. However, it will not provide
a raw TCP binding.
