I think the definitive list of XML tools is at:

and for XSL-FO related tools, both commercial and non-commercial:

Some are full-fledged powerful conforming XSL-FO engines, and others are 
not quite ready for prime time.  Your mileage may vary based on your 
formatting requirements, so I won't list my perspective on which is where.
