In the {http headers} property, is the {name} of the HTTP Header
component, a key? i.e., is each HTTP Header component in {http headers}
uniquely identified by it's {name}?
This is implied by 6.5.6 IRI Identification Of An HTTP Header component
which uses the {name} in the frag id, so it had better be unique.
