How to add links to other documents using xmlspec

To link to the "Features" section of our part1 document, use an xspecref 
element, and set the href attribute to 
"&w3c-designation-part1;#Features".  The definition of the 
&w3c-designation-part1; will be set as appropriate when the document is 
published.
