Issue: should WSDL allow overloaded methods?

Issue: WSDL 1.1 is not clear about whether overloaded methods
should be allowed or not. Therefore, more than one <operation>
can have the same name in a <portType>, and each with different
message parts. Do we want overloaded methods in WSDL?
We should make a clear statement on this in WSDL 1.2.

Proposal: clearly disallow methods overloading in WSDL 1.2.
Methods overloading should exist in the concrete implementation
of the service, but not in the service description.
