Candidate Recommendation: Guide

I have uploaded versions of the files needed for the 
Guide CR document.

which all need the CR deleted from the name when published, and

There are a couple of trivial pubrules things I need to 
confirm tomorrow.

1. "This version":  Needs to be fixed to use the right date.

2. Deadline for feedback in the SOTD?

3. Pubrules says some status text is missing from SOTD, but its not.
