RE: possible reformatting of issue document

The minimal thing would be to put in rules across the bottom of each row so
that Peter can just follow them across.  Would that be sufficient?  See
attached html example.

I would prefer not to reorganize the text every time an issue changes
status.  And I won't be writing the code to do it automatically.

or even better, we should have somewhere where the issues are sorted 
by status (this could be an automatically generated appendix or such
