I think it makes more sense to keep them as separate options. ( http://validator.w3.org/docs/users.html?#option-accept 
  ).

Using the Doctype override to set the Accept header could make things  
slightly harder if the server sends back data with a Doctype that  
doesn't match the overridden one (since the tester might not pick up  
on it).
