I described this problem[1] on libwww-perl a while back, and I was
told[2] the following:

  This is a known bug in IO::Socket on Linux.  If you upgrade your
  IO-modules things should get better.  IO-1.20 or better does not use
  alarm to try to timeout connect(2).

I haven't made any tests though.
