HR 40 DTD Problem with <HR>?

Question

The 40  DTD looks like:
http://www.w3.org/TR/REC-html40/present/graphics.html#h-15.3
Note the missing align, noshade, size and width attributes
in the formal part of the spec even though they are described
in the text.

This appears to be causing the validator to fail when you use
a WIDTH tag on a HR.  

Which is correct?  Should the attributes be in the formal list
like they were in previous versions are is the text wrong?
