On the subject of existing standards:

MPEG-4 BIFS has text capability, derived from VRML.

I am currently at a 3G meeting where SA4 is discussing timed text.

We should obviously also look at existing practice in non-standard 
systems:  Realtext and QuickTime text tracks come to mind, but I am 
sure there are others.
