Yes. Regarding mapping(s) I agree with Tim Bray's comment that there 
does not currently exist a consensus, and while I would prefer *one* 
mechanism for mapping QNames <-> URIs, that is life. At present what 
has been said is the best one can do.

Of note, in the meantime, RDF Core and WebOnt have finalized the 
mechanism for indicating datatypes as URIs, not QNames, so the partial 
resolution to this issue doesn't cause a problem for the current PRs. 
It would still be great to get a URI for an arbitrary XML Schema 
datatype, which would allow future RDF and OWL WGs to more effectively 
use arbitrary datatypes.
