Unfortunately, a working draft of DOM Level 3 Events Specification has not been published in time for us to refer to.  As such, the definition of the event has been left in the SVG spec.  It has, however, been changed to be a MouseEvent and, as UIEvent.detail is used by MouseEvent events, the event definition still requires the wheelDelta attribute.

It is still our intention to make reference to the DOM Level 3 event once it is made available, provided, of course, it meets the needs of SVG.

Please let us know, within 2 weeks, if this does not address your concern.
