Are there any examples, techniques or verbal descriptions of how SVG  
user agents or content authors are intended to meet WCAG 2.4 & 2.4.8 ?

In particular are there relevant examples in the test suite?

When using the keyboard to navigate, what methods are available  
either to the content provider, or via the user agent?
The absence of <border> adds considerably to the author's workload.

http://www.peepo.co.uk using firefox 1.5 is a possible example.
