Variable Stroke Width (was: RE: Request for Future Feature: Star Element)

Thanks. I get a lot of feedback from people using SVG as an art medium that
really like the idea.

I'm still waiting on an implementation of Vector Effects to see if that can
handle it.

That was just the first thing that occurred to me as a simple solution. And
the example shapes I made were not very pretty or useful; the use case is
still compelling though, I think. I'm open to any other syntax, as long as
it's simple and easily implementable.
