I would be quite biased towards the practice of always including a text or
gif/png based alternative for the svg image. If there was an error then
this data would show up instead. This would also solve the problem of
compatibility for the hundreds of thousands who never update their
browsers or download plugins. Some people have other opinions on this, but
having this as an option would make it better for the browser
compatibility conscious among us...
