[css3-writing-modes] Percentages for margin/border/padding properties

CSS3 property definitions for margin/border/padding will need to be amended to account for writing modes.  It's no longer correct to state that margin/border/padding percentages resolve relative to the physical width of the containing block.  They should resolve relative to the logical width of the containing block.

The writing-mode draft states this properly for the logical margin/border/padding properties, but the same should hold true for the physical properties as well.
