Here it goes an updated version. Changes:

- Added a link to http://www.w3.org/2003/06/Process-20030618/tr.html
under the question about the recommendation track, and highlighted
that what's included in the FAQ is just a summary.
- Added an entry to describe the mailing list, provide links to the
archives, the list itself, the instructions, and a subscription link;
and described some conventions (mainly the [module-name] subject one).
- Added Alberto Lope's idea about searching through the archives under
the question "Which is the right module to propose feature X?".
