That's a 1.1 rule. It does not appear to be a 1.0 rule. Namespaces in 
XML 1.1 only applies to XML 1.1 documents, not XML 1.0 documents.

I certainly agree that it's a bad idea to map it to something else, but 
it may be one of those corner cases parsers and other libraries should 
handle nonetheless.
