Well, suppose it did (that the two borders are one on top of the other). Then
either the 4px border hides the 3px; or the 3px border is on top, so part of
the 4px border appears behind the 3px (either they are centered or the borders
work outward or inward from the coordinates).

I haven't read the thread fully, so maybe this is not the intent or the
outcome. I make no claim to guru status; I'm just starting out.
