Little i have to add:

There are version numbers.

Example:

Dc 1.1 	http://purl.org/dc/elements/1.1/
RSS 1.0	http://purl.org/rss/1.0/

Keep in mind that the 0.9 Version of RSS is VERY DIFFERENT from the 1.0
version.

So there are many versions of an ontology allowed and it looks like it
is wise to use version numbers in the uri.
