Ah yes. One of my pile of small projects I keep coming back to but never
have time to deal with seriously is a schema and service that does just that
(the service would provide a few triples like the country's name in English
and French etc.) as well as RFC3066 support.

Because many applications use Qualified Dublin Core to some degree at least
if you create a resource and give it a type that is
http://purl.org/dc/terms/ISO3166 or a subClassOf that (not necessarily it's
only type) and a rdf:value of the ISO 3166-2 code then that resource should
be correctly identified as being the country in question by many
applications.
