XLink and RDF

Since XLink, as far I understood, is a way to describe and add relationships
between "resources", why W3C didn't choose RDF as a base to describe Xlink ?
This could allow RDF based search engines or anything of the like to
understand XLink stuff and for example build arcs between web pages...
