domain and range of "domain"

I didn't get any replies to an earlier query as to why the domain and range
of "domain" aren't defined in the RDF schema for RDF schemas.

My web-based RDF editor doesn't work unless I explicitly define the domain
and range of "domain" and it puzzles me that the spec doesn't do this.
