Interesting; I expect it is an editorial oversight.
Those constraints are given in the prose:
http://www.w3.org/TR/2000/CR-rdf-schema-20000327/#s3.1.4
just not in the RDF.  Unfortunate.  They're present in the RDF
for rdfs:range, so it's an odd oversight.
