new draft "Framework: Process & Operational Guidelines"

QA Working Group --

The "candidate FPWD" of the "Framework: Process & Operational Guidelines" 
is posted, for your inspection and comments.  It is linked from "WG 
discussion drafts" section of the /QA/WG/ page,

Together with the previously posted "Framework: Introduction", this will be 
the topic of the Monday, 28th January teleconference (call-in details will 
be emailed later.)

If you think your comments have not been implemented satisfactorily ... in 
fact, we did not in fact get all comments implemented.  We are working on, 
and not quite finished with, a "disposition of comments" document 
explaining what we have postponed or otherwise not done.  This D.O.C. 
document is linked from the "Status" section, and is currently an 
"under-construction", placeholder document.  We hope that we will update 
this on Tuesday, 1/22/02, with the real D.O.C. (it's for unimplemented 
comments only).

As we discussed in telcon, there is a bunch of minor editorial stuff to do 
still:  hook up the links where we have the "@@" placeholders; put in 
'abbr' markup and other WCAG improvements; align with pubrules.  We'll be 
working on this over the next 1-2 weeks, for the target of 1st February 
FPWD publication.

Again, comments and corrections are solicited.
