HTTP/1.1 suggestions?

Hi Jim,

Can you give me an idea on the likelihood that any
changes can be made to the HTTP/1.1 specification?
If the DRP discussion would result in some suggestions
for changes  to the definition of the ETag header field, 
and the way partial file requests are done, what would be
the right way to proceed? Is the HTTP/1.1 working group 
willing to accept further changes, or is the standard 
completely baked?
