The latest WebDAV protocol specification is available at:

ftp://ds.internic.net/internet-drafts/draft-ietf-webdav-protocol-02.txt

This is also available off of the WebDAV working group home page, at:

http://www.ics.uci.edu/~ejw/authoring/

The collections aspects of the specification are currently under revision
to incorporate feedback from our recent working group meetings in Orem and
Munich. However, the INDEX method will not change substantially from the
current draft to the next, and the INDEX method provides the most overlap
with the DRP proposal. Aspects of the protocol draft which will change in
the next release are the semantics of COPY, MOVE, especially with respect
to the Depth header.
