adopt royalty-free draft policy

Internet standards must be freely implementable by all.  It
is undesireable for W3C to promote software patents.  But if
a W3C standard requires use of patented techniques, then web
software should be allowed to use those patents royalty
free.

I urge W3C to adopt the draft patent policy.
