Royalty-Free Patent Policy correction

Please correct Item 3 of Section 3, titled 'W3C Royalty-Free (RF) 
Licensing Requirements,' to be compatable with the Gnu Public License. 
Currently, as worded, it will allow a patent that can only be used for 
web infrastructure. This is incompatable with the GPL because the GPL 
requires distribution and modification rights for any purpose.
