  Loosening these restrictions is in the interests of business who hold 
but not in the interests of the potential future business getting into 
the web.. and that's the problem.

Having a completely open stardard is definately better than having a 
standard with patents involved.
Completely open means anyone can take it and work with it... without 
paying the piper.
