Fee based web standard

To W3C Council,

  I urge you to please not implement this outrageous and free-enterprise 
destructive standard that someone there has come up with. The message sent to 
programmers, learning-to-be programmers, and all users of software not 
produced by 'big name' companies would be a devastating blow to the ideals of 
freedom of the internet as a whole.
