Please, be very careful in establishing policy and standards to the World Wide Web. World corporations should have no control of the web or major influence on its' workings. Free software must be allowed and the GNU unfettered. I do not understand a lot of the legal verbage in the proposed specification, but do believe that what is on the web should be there under a royalty free license.
