Nobility in Web Standards

Let all far and wide know that if we are to rally around a standard that
the standard should be for the public good and that no commercial entity
should stand to gain royalties from others who implement it.

If a technology is to be ratified as a web standard it's use must be
free and un-incombered by royalty-bound patents.
