I, too, agree with Alan Cox

The phrase "reasonable, non-discriminatory royalties or fees" is 
an oxymoron, when applied to a free software project.  Allowing
fee-based patents into standards will do nothing but harm to all
parties concerned except to a big corporation that competes 
based on financial power, rather than product quality.
