Dear Patent Policy Working Group, I strongly urge your group not to allow W3C to use any Royalty based patents in future standards. The internet has strived from a mixture of both free and commercial software interacting via standards. If future standards require the use of for fee patents, you are excluding the entire community of open source programmers. This seems like an important community and one that should not be totally alienated by a standard they cannot implement and use any license they feel fit to put on it.
