Just to add that I agree with most of the other posts here:
Allowing for standards than require the payment of royalties (even in a few 
select cases) would run counter to the purpose WWW - allowing the free 
spread of information - and to the W3C - allowing interoperability between 
different systems and devices.
REJECT THIS PROPOSAL!
