Public comment on the Patent Policy Framework

I feel strongly that incorporating patents into standards is completely
unnecessary and highly undesirable.  This will guarantee that standards
compliance will be minimal and that competing quasi-standards will be
developed.  Standards must be free, freely implementable, and freely
available.
