more work for W3C...

Several passes through your Patent Policy document leads me to believe that you have little more work ahead of you. Won't you need to update your W3C Mission statement?  Currently, it includes the following Goals--
  1.. Universal Access: To make the Web accessible to all by promoting technologies that take into account the vast differences in culture, education, ability, material resources, and physical limitations of users on all continents; 
  2.. Semantic Web : To develop a software environment that permits each user to make the best use of the resources available on the Web; 
  3.. Web of Trust : To guide the Web's development with careful consideration for the novel legal, commercial, and social issues raised by this technology. 
Web of Trust??? 

It is nice to see that your policy effectively protects the committee participants from any legal conflict of interest issues...your wishy-washy Good Faith Disclosure Standards was a marvelous example of the use of nattering legalese to obscure the fact that you've protected anyone on the committee (and their employers) from any taint of malfeasance regarding future patent issues.

"...No extraordinary effort is required for patent disclosure requests,...Recipients of such material are expected to respond, if at all, based on their actual, personal knowledge of their organizations patent holdings and applications. ..."   come on, guys...this sounds like an open invitation to induced or cultivated ignorance.
