RAND will destroy the net.

Passing the policy to enable reasonable and nondiscriminatory fees will hurt
the web greatly.  It will stop the growth of the web and hinder the freedom
of netizens.  Please think deeply about passing this insane policy,
especially during these troubled economic times.
