Dear Sirs, I want to express my serious disappoitment caused due to the RAND project. As an academic teacher with over 25 years of experience I am sure, that introduce of any loyalty fees for standards used (both in non-commercial as in commercial activity) is the really bad move and can caused in result lack of standarisation. W3C should have a leading role in implementing REAL standards - not propertiary standards (it is not important, who claim itself as a "standard owner"). Introduce of RAND will cause following: 1. Difficulties in communication in the net, 2. Open Source community, which is not controlled by anybody will introduce new standard (they have enough power to do it using bazar model of development). I have a hope, that proposed project will be rejected immediately and unconditionally and similar "ideas" will be forgotten!
