the actions of W3C to snow ball RAND by the technical community is attrocious and wrong. It is my sincere hope this proposal is rejected as it will hurt the growth and development of the internet. Without royalty free standards, dedicated programs will be hindered in their efforts to explore new standards and technologies. It is of no benefit to commercial software industry, as each corporation has it's own interests and will cause more disagreements. Introducing RAND into the standard process will change the focus on creating the best standard, to how to create profitable standards. sincerely, peter lin
