Unfortunately it's very hard (given W3C rules designed to ensure there
publications are stable) to edit _anything_ under http://www.w3.org/TR/
that URI is maintained as it is the link to the DTD used in earlier
versions of MathML.

However it is not the URI to be used for the MathML DTD, the current
version of the MathML Recommendation links to
http://www.w3.org/Math/DTD/mathml2/mathml2.dtd
this DTD, not being in TR area is allowed to be fixed in place as
required.
