All the cells of a table in a given row have to be in a line but a single
cell can contain multiple lines of text (in both xhtml and mathml
tables). If I understood your original layout request, that is all that's
needed isn't it?  (accepting your point that using tables might be
harmful to the semantic understanding of the document)
