Help building static libraries for MSVC from swalch@cisoft.com on 1999-01-11 (www-lib@w3.org from January to March 1999)

I have tried without success to build a static version of the www-lib
libraries for Windows.  I have tried editing the MSVC makefile in a number
of ways, including undefining WWW_WIN_DLL, to no avail.  If anyone has some
tips, or a working makefile that accomplishes this correctly, I would much
appreciate it.
