Bug fixes in Web Commander

I have committed some bug fixes to the Web commander [1] (which also
includes a few fixes to the libwww cache).

Vladimir, could I please ask you to check it out an generate a new install
shield? That would be a great help!

As usual, get it from

and see the commit log at

	http://db.w3.org/Library/latest.sql
