Browsers that do not support style sheets ignore them and render the 
content (marked up structurally) as they normally would.  Not a problem.  
(The problem is with browsers that support CSS, since their support is so 
incredibly bug-ridden.)

If their browser supports style sheets, they might see the author's 
suggested presentation.  Otherwise, they see their preferred presentation.
