[html401] Cell margins

Given that CSS 2.0 or CSS 2.1 gives the possibility to style tables  
completely I think the HTML WG has to clarify the section on cell margins  
<http://www.w3.org/TR/1999/REC-html401-19991224/struct/tables.html#margins>  
to state that the attributes defined are deprecated, but not marked  
deprecated given that the HTML WG doesn't want to break documents that are  
valid today.
