[XHTML 2] User agents must number ordered list items

Dear HTML Working Group,

Please clarify this conformance requirement such that it only applies to 
user agents that supply a rendering of an XHTML 2 Family Document to a user, 
it is not appropriate for a search engine or validator to number list items 
for example.
